MARTIAL LAW, a special state-legal regime, instituted on the territory of a country, some areas (city, region) or economic spheres (transport, industry) in time of war, or when there is a military danger or emergency situation (natural disasters, internal unrest), with executive power functions passing to the military authority, subordinating civil administration bodies. In Russia the practice of martial law was introduced in 1811. In St. Petersburg martial law was institutioned in 1854-55 (during the Crimean War), 1905, 1917-18, 1919-1921, 1939-40 (during the Soviet-Finnish War), and 1941-45 (during the Great Patriotic War).
