PULKOVO MERIDIAN, a conventional line passing from the north to the south of St. Petersburg through the telescope of the Central Pulkovo Observatory Building. it deviates 30 degrees and 19.6 minutes from the prime Greenwich Meridian, which defines all the longitudes on Earth and Middle European Time. Pulkovo Meridian had long been a zero point for calculations of geographic coordinates in Russia. The Pulkovo Meridian passes through St. Petersburg, Minsk (Belorussia), Kiev (Ukraine) and Alexandria (Egypt).
