WAHL Viktor Vilgelmovich (Vasilyevich) (1840-1915, Petrograd), statesman, General of Cavalry (1904). From 1855, von Wahl was in military service. He graduated from Nikolaevskaya Engineers' Academy (1861). In 1875, he was subordinated to the Ministry of Internal Affairs. In 1878-91, he took positions of Governor General of Grodno, Kharkov, Vitebsk, Podolsk, Volynsk, and Kursk. In 1892-95, he was Head of City Administration in St. Petersburg, and took resolute sanitary measures to prevent the epidemic of cholera in the city (1892). Von Wahl set up an orphanage on Peterburgskaya Side from his own means. Since 1895, he served as an honorary trustee, and in 1896-1901 he was the principle of Kseninsky Institute. In 1901-02, von Wahl was a governor in Vilno; in 1902-04, he was an assistant (substitute) of the Minister of Internal Affairs and the Commander in the Department of Gendarmes. In 1903 he was a member of the State Council. In St. Petersburg he lived at 6 Znamenskaya Street (Vosstaniya Street). He wrote memoirs and an extensive diary (1870-1914, unpublished).
