KOSYGIN Alexey Nikolaevich (1904, St. Petersburg - 1980), Soviet statesman, Hero of Socialist Labor (1964, 1974). After graduating from Leningrad cooperative technical school he worked in the cooperative system in Siberia. Since 1927 he had been a member of All-Union Communist Party (bolshevist). In 1930-35 he attended Leningrad textile institute (memorial plaque). In 1935-37 he worked at A.I. Zhelyabov textile manufacture (foreman, workshop superintendant), since 1937 had been appointed the director of Oktyabrskaya spinning and weaving manufacture (memorial plaque). Since July of 1938 he had been in charge of commercial transportation department of Leningrad regional party committee of All-Union Communist Party (bolshevist). In October of 1938 - January of 1939 he was the chairman of Leningrad City Executive Committee. Since 1939 Kosygin had been living in Moscow, working as a people's commissar of the USSR textile industry (1939-40), vice-chairman of People's Commissars Soviet (the Council of Ministers) of the USSR (1940 - August of 1953, December of 1953-60). From January through July of 1942 he was the plenipotentiary of State Defence Committee in the sieged Leningrad; he was in charge of evacuation, food supply, the functioning of the military industry establishments. He held the posts of the chairman of People's Commissars Soviet of Russian Soviet Federative Socialist Republic (1943-46), the Minister of Finance of the USSR (1948), the Minister of Light Industry of the USSR as of December of 1948, in 1953-54 the Minister of Consumer Goods Industry of the USSR. The chairman of the State Planning Committee of the USSR (1959-60), the chairman of the Council of Ministers of the USSR (1964-80). Kosygin initiated the economical reforms of the mid-1960s. Since 1946, he was candidate member and in 1948-52 member of the Political Bureau of the Central Committee of All-Union Communist Party (bolshevist). Since June of 1953, candidate member and in 1960-80, member of the Presidium (Of Political Bureau) of the Central Committee of Communist Party of the Soviet Union. In 1982 the name of Kosygin was given to an avenue.
