Tol S.A. (1848-1918), Civilian Governor

TOL Sergey Alexandrovich (1848, St. Petersburg 1918), Count, statesman, Chief Chasseur Meister (1914). On graduating from the College of Jurisprudence in St. Petersburg (1870) he served in the Ministry of justice. In 1889-1903 Tol was civilian governor of St. Petersburg who contributed to the development of health care and public education in the city and in the region: with the participation of Tol 12 various hospitals were set up, including the hospital for the mentally ill in the village of Sivoritsa of Tsarskoselsky District (1899) and the Society for Fighting Leprosy was set up; a hospital for lepers was opened in the estate of the Empress Maria Fedorovna in Yamburgsky District, numerous free of charge libraries were organized in village schools, an alms-house was set up in Kronstadt (1890), a school of gardening was opened in Pavlovsk (1892), a milk farm was opened in Lesnoy (1897), orphanages were opened on Sredny Avenue of Vasilievsky Island (1900) and in Peterburgskaya Side (1903); in 1901 the building of the city children's hospital was erected in Litovskaya Street (opened in 1905). In 1903, works on electrification of Gatchina were started. From 1903 Tol was a member of the State council. From 1895, he headed the St. Petersburg department of All-Russian Society of Safety on the Water. Since October 1914, he headed the Special department subordinated to the Administration of Chief Commissioner of the Red Cross Society in the Northern District. In St. Petersburg he lived at 8 Pochtamtskaya Street. After October 1917 he was arrested. In September 1918 he was executed after being sentenced to death by the Petrograd Special Committee.
