HOUSING AND COMMUNAL SERVICES. A branch of municipal services designed to meet citizens' domestic needs, unifying housing services with water, heat, gas, power supply and sewage infrastructure. Housing and communal services work in close cooperation with other branches of municipal services, including improvement and development services (asphalting, public lighting, and urban landscaping), the telephone network, and city transport. St. Petersburg's urban housing and communal services were mainly developed during the pre-war five-year plan. In the early 1930s, gas was first used for domestic purposes in Leningrad (by 1940, gas was installed in 25,000 flats; see Gas Utilities). In 1913-41, the water-supply system was extended from 674 to 1,142 km (see Water Supply), and the drainage system from 486 to 1,130 km (see Sewage). The length of the lighting system increased by 4 times during the same period. Just in 2002, over one million square meters of housing (about 15,000 flats), over 10 km of sewage and over 20 km of water-supply lines were constructed in St. Petersburg. The First Deputy Governor administers St. Petersburg's housing and communal services, and coordinates local and regional governmental bodies and branch enterprises (Lenenergo, TEK SPb., Vodokanal, etc.).
