ORGNABOR, organized hiring of workers to industrial enterprises. The orgnabor was launched by the resolution of TsIK (Central Executive Committee) and SNK (Soviet of People's Commissars) of the USSR On “otkhodnichestvo” issued on June 30, 1931, that was to supply industrial and construction enterprises with the manpower of peasants in the period of forced industrialization. Orgnabor was accomplished by individual contracts for working on a certain enterprise for a fixed period. In Leningrad and Leningrad district it didn't play a vital part: in 1932 more than 60,000 people signed up with construction organizations in Leningrad district, only 9,000 were hired by Orgnabor. For workers' professional training in 1940 a system of vocational schools and schools of State Labour Human Reserves was introduced, till 1955 pupils were enrolled on the basis of compulsory levy. In 1946-55 the system of State Labour Human Resources trained 201,000 workers (the majority of them were sent to city enterprises). In 1950-60 the system of Orgnabor again didn't play a vital part in the replenishment of human resources in Leningrad. The most remarkable fact was job assignment of 18,000 retired servicemen to industrial enterprises of Leningrad.
