In 1911 the Master of Ceremonies V.P. Kochubey bought an old estate in Tsarskoye Selo, with a ramshackle wooden house built by S.I. Cherfolio in 1835 for the first estate owner A. Polovtsev, a collegiate assessor. On the place of the old house in 1911-1913 according to the design of A.I. Tamanov (Tamanyan) was built a new stone house with Doric six-column portico, Neoclassicism style facades and luxurious interiors of palace layout. Architects V.I. Yakovlev, N.E. Lansere and V.I. Romanov took part in constructing. Kochubey’s collections of furniture, paintings, manuscripts, books were kept in the Collection Room and in the especial armour-plating room-safe. In 1918 the unique collections were passed to the museum repository of Paley’s Palace. Nationalized palace of Kochubey was firstly occupied by an orphan-asylum, in 1927 the House of the 1905 Revolution veterans was placed in the palace. During the years of World War II and occupation the building was damaged with an air bomb and plundered. In 1947-1948 it was restored and passed to a training school for kolkhoz specialists.
