EXCHANGE COMMITTEE, a permanent body of the Exchange Society and one of the first representative bodies of the bourgeoisie. Founded under the auspices of St. Petersburg Exchange in 1816, it consisted of the chairman (the post was filled ex officio by the mayor till 1846 but his duties were actually performed by another committee member), and six members or managers representing the merchants and the brokers. The Exchange Committee was originally in charge of keeping up the Exchange building and the adjacent areas. The Regulations on the Exchange Committee approved in 1832 charged it with general management of exchange activities such as ensuring proper transactions, mediating between disputing parties, imposing penalties for violating exchange rules, etc. It was via the Exchange Committee that governmental bodies and the bourgeoisie interacted with each other, and the government made inquiries about various aspects of economy. The Exchange Committee obtained the right to send in applications to the government related to benefit and prosperity of trade, industry, and navigation. The committee also considered issues related to improvement of navigation conditions in the Mariinskaya aquifer system and railroad transportation of goods, especially bread, as well as customs duties and development of Russia's trade relations with other nations. The committee joined the Council of Congresses of exchange trade and agriculture representatives in 1906, with A. Y. Prozorov, chairman of the Exchange Committee, at the head of the council. The Committee published its reports in 1904-12. Meetings were held in the Exchange building on the Spit of Vasilievsky Island. The Committee was abolished after October 1917. The Exchange Committee was chaired by Baron A. L. Stieglitz in 1846-59, Е. Е. Brant in 1859-69, A. G. Zolotarev in 1869-77, V. I. Gribanov in 1877-80, K. F. Winberg in 1881-93, A. Y. Prokhorov in 1893-97, and A. Y. Prozorov in 1897-1917.
