NOBILITY STATE LAND BANK (12 Admiralteyskaya Embankment). Founded in 1885 to support landownership, the bank was the most important link of the mortgage chain. The bank's activities covered the European part of Russia except for the Grand Duchy of Finland, the Kingdom of Poland, Baltic regions, and Transcaucasia. Landowners would pledge their land for loans that accounted for 60-75% of the land value, including the charged land. The maximum loan period reached 48 years and 4 months but was later increased up to 51 years and even higher to 66 years and 6 months. The loan rate amounted to 5-6% in the 1880s, and decreased to 3.5% by 1897. Granting delays to landowners without collecting interest would often drive the bank to a critical state of affairs. To cut down the debt of its clients the bank acquired a part of their land, which was afterwards transferred to the Peasants' Bank. The bank was liquidated by the decree of the All-Russian Central Executive Committee on December 14 (27),1917.
